CI: Add release CI

• Deploy the following targets to package registry and create a release if target is created:
  • gui-x86_64-pc-windows-gnu
  • gui-x86_64-unknown-linux-gnu
  • cli-x86_64-pc-windows-gnu
  • cli-x86_64-unknown-linux-gnu
