Update wpanusb to work at SubGHz and 2.4GHz in single build

Currently two separate builds are needed for working at SubGHz and 2.4GHz, allow wpanusb to work both bands in single firmware build by swapping the radio handles according to selected channel

Linux allows setting channel only when the interface is down thus special error handling is not added here,also both radio handles are not active at the same time.
