Added Microchip SmartHLS Support

Changes to the gateware flow to support SmartHLS compilation:

  • Added way to specify top level name for the Libero project in Yaml files
  • Added device tree blob overlay for SmartHLS DMA and buffer allocation support
  • Added sin_performance build option. This is a SmartHLS example from the open-source math library.
