add basic docs for libero install on ubuntu 24.04

As the title says, I propose some docs for installing the latest Libero toolset on Ubuntu 24.04.1. It is based on your current guide and another user I met on Discord. I was asked to open this PR with a gist I made. I see that all other docs use a .rst extension and formatting I am unfamiliar with. If you can give me a set of steps to get this into a state for merge I am more than happy to do them.
