Fix librobotcontrol

This isn't a full fix, but it gets some core information building again for librobotcontrol. Otherwise, the information included is pretty much useless.

Need to follow this up with updating the .dox content as well, including README.md and generally just going through all of this in detail. Perhaps the .dox content should migrate to .rst.

Looks like I disabled exhale at 7438b5d4, but I'm not sure what I mean by it overloading things. Perhaps the PDF build is very large, but it would be excluded from PDF builds for now anyway, due to new PDF structure.
