As a work-around, we can tag a version with conf.py set with todos off,
then re-enable them for docs.beagleboard.io.

- Also change venv name to .venv since zsh scripts to auto load venv
  assume this path by default

This reverts merge request !71

Disabling `exhale` because it is just overloading things right now.

Hidden in this commit are a couple of other items:
* Enable .md documents for CONTRIBUTING.md to avoid same content not on
  docs.beagleboard.org
* Added graphviz to the venv setup, but that doesn't do much as I think
  it was already there

With this the default image type preference is updated

Now converting webp images to png instead of webp to jpg because converted jpg images were full of artifacts.
